Thiruvananthapuram: Vigilance report says that the transaction at five estates of Nelliampathy were against the lease deed agreements. The report also says the transfer of property was with out government notice. The enquiry was on instruction from Vigilance Court.

The transfer of five estates including Cherunelli is against law as per Section 2 of  Forest (Conservation) Act of 1980.As per the act in case of title transfer of  leased land the permission from Central and state governments has to be obtained .But this is violated in Nelliampathy. And no such permit is obtained before transfer of these estates. The vigilance enquiry had found out that allegation against minister K.M Mani and Chief Whip P.C George having received bribe is not factual.
